People that weren't the stars of the show but just the sight of them on screen made you start cracking up because you knew something funny was about to happen. My list, not necessarily in order.

1. Arthur Spooner - King of Queens
2. Cliff Clavin - Cheers - Norm was really good too but I think we all have a little bit of Cliff in us.
3. George Costanza - Seinfeld.
4. Eddie Haskell - Leave it to Beaver
5. Fred Rutherford - Leave it to Beaver - What a blowhard. The way the Cleavers played off the supporting cast made that show hilarious. For that matter, Richard Deacon was also hilarious as Mel Cooley on the Dick Van Dyke Show.
6. Ralph Furley - Three's Company
7. Frank Barone - Everybody Loves Raymond
8. Ted Baxter- Mary Tyler Moore Show
9. Dwight Schrute - The Office
10. Kramer - Seinfeld

George from Newhart, Roy from Wings and Dan from Night Court are excellent calls. I didn't watch a ton of Drew Carey or Newsradio.
 
It's not a sitcom, but Carl on Aqua Teen Hunger Force was great.

Starburns on Community was also good.

Larry Linville for me. Once Frank was gone, arguably the greatest sitcom ever went decidedly down hill. (Coincided with a move towards becoming politically correct, more than simply comical/anti-war.).

edit: but I'm drawing the line at Young Sheldon. Ain't gonna happen. And meanwhile my staircase wit alter ego tells me I should have said, "But coach, I'm delicate."

Frank Costanza. Guy was a riot every time he was on.

Obviously the show is named Seinfeld, but I always considered Jerry, George, Kramer, and Elaine all as co-leads as they all basically got the same screen time and and amount of story lines.

Grady: Sanford and Son.
Mr. Bentley: Jeffersons (who I think turned out to be a wacko human being?)
