Dead on! Commons sense explains why CT would offer so many tax breaks for ESPN to stay. Taxes and other costs in the Northeastern states are simply too high to compete so the breaks are offered to keep ESPN (and other businesses) from moving, at least for a while.

Ex. ESPN could move to Mississippi where everything is reasonably inexpensive. They would create one of the richest areas in that state and save on many costs. Not only that, every employee that moved would enjoy a higher standard of living (financially speaking, not necessarily quality of neighbors) without a raise.
