Impending July 1, 2016 ACCN Date/Arbs?

It's my understanding, based on 2 years worth of attested facts, innuendo, bald-faced statements, outright lies, and similar protestations, declarations, whispers, dreams, hopes, and fantasies from thousands of internet posters and (somewhat) reputable and reliable legitimate sources, that ESPN is legally obligated to pay each ACC team $3 million dollars (annually) if a conference network is not started/announced by July 1, 2016.

Arbs (or anyone else with a scintilla of knowledge), what say ye given that the much talked about deadline is this friday? Is the network forthcoming or is each team going to cash its $3 million check and continue bemoaning the lack of a network?

I still suspect that something like the following will transpire:

1. Announcement of "networkish" arrangement around football media days
2. "Network" to start some time in 2017
3. Schools to receive $500K-$1M each to tide them over
