They probably figure that so many things might change over the next two years, so why bother with division re-allignment issues now, since they'll most likely be coming up again.

Good point. Maybe if we ever reach the point where everyone feels theres real stability in the ACC, say ND is in as a full member and say UConn makes 16 and everyone has a 50 year GOR signed, they'll realign divisions. Of course 16 would probably make for PODs of 4, but you get the idea.

At a minimum, it would probably make more sense to make UVA-BC crossovers, and then VT-Louisville crossovers. Just feels like a better fit on both sides. Gives VT fans a road trip (6 hours) vs a flight. UVA isn't much of a traveling school, 550 miles to Boston, or 500 to Louisville. Same difference.
