If Parker continues to struggle, obviously he'll fall off the first team, but as of now, with the numbers he has for the whole season, he's an obvious choice and would probably be POTY if not for McDermott.
It'll be interesting to see how he does as the season progresses. I think his struggles against athletic players is a very real issue for Duke, and his defense is among the worst I've seen in an NBA prospect in a long time.
One guy that didn't make any of the teams that could definitely be in the conversation by the end of the year is Rodney Hood.
Edit: And I don't think Appling making 2nd team over Ennis is that big of a deal, but we've had that discussion before lol. The author of the article himself said that you could make the case that Ennis has been the best PG in the country at this point, so I think he was legitimately torn on where to put these PGs.
