I was seeing current odds for teams to win it all .What’s the odds for SU .. I’d love to bet 10$

I don't gamble so I don't understand. You can't bet in NY for an NY school but can do it while in NY on-line?

Bet online is based in Panama i think, so they’re not subject to US restrictions. That being said, they may not payout if you win

You can’t bet ANY NYS college teams in NY. Whether online or in person if it’s a legit legal sports book

It’s just not an option. You log into an online sports book no NYS college game or futures bet will be there, you go to a casino in NY and no NYS game will be on the board. The way I bet cuse, which is very rare, is going over the PA border. There are off hand sportsbooks that will take the action regardless however.
