In 2014 the Sugar Bowl and Rose Bowl will be National Semi-Final sites, and the Championship game will be in JerryWorld the following week. Since the Chick-Fil-A Bowl and Orange Bowl won't be playoff sites its very possible the ACC could get 2 teams in the marquee bowls in seasons where neither the Chick-Fil-A Bowl or Orange Bowl host the playoffs.

The Orange Bowl is contracted with the ACC and whenever the Chick-Fil-A people can get an SEC-ACC matchup you have to think they will do so. My question is their a format that the non-playoff bowls will have to follow or will the non-playoff big bowls basically be able to choose whomever they want, and one of them will have to accept the highest non-power 5 conference team.
 
Rose will always get a B1G vs Pac12 matchup when not hosting a playoff.

Sugar will always get a BigXII vs SEC matchup when not hosting a playoff.

Either the Chick-fil-A or the Fiesta could get stuck with a non-power 5 team in a non-playoff year. Of course it would be a Top 10 non-power team.

But in 2014 the first year the Rose and Sugar are hosting. In all likelihood an SEC team will play in New Orleans and the Rose Bowl will get the other site. The Orange Bowl will get an ACC team for sure, but realistically the ACC could get another team picked for the Chick-Fil-A Bowl as well which was my point. I think in the first year its possible if not probable that the ACC could get 2 of the 12 teams in the top bowls if the 2nd ACC team has even an above average year but not top 10 because of the ACC's relationship with the Atlanta Bowl.

all the major bowls will be filled out by committee except acc champ is automatically placed in orange,bigten and pac 12 in rose,sec and big 12 in sugar except when those bowls are hosting the semi's so the bowls won't really be selecting anyone.
