There is one distinct difference, however. Unlike grayshirts, a blueshirt is able to enroll and participate in team events in the fall. This allows programs to get the best of both worlds: FBS schools can delay a scholarship for the following year, allowing them to over-sign beyond the 25-scholarship limit, and get the use of a prospect immediately rather than waiting until the following spring.

It's the same thing that Shafer was trying to do with Giordano last season but he didn't pass his physical.
The biggest distinction for blueshirts however, is that the rule interpretation mandates that the players in question are not recruited.

That is defined by the NCAA as not having any of the following: an official visit to the school, an in-home visit from the school’s coaching staff or a letter of intent issued for the student athlete to submit.

If neither of those have occurred, the player is eligible to be a blueshirt beginning the day after fall camp starts. At that point, he may be awarded a scholarship and counted forwarded to the next year’s recruiting class."

Harbison will be a graduate transfer, which means he will be eligible to play immediately in 2020 for any other FBS program. Harbison has rushed for 1,021 yards and eight touchdowns this season. Harbison also rushed for 1,034 yards and five touchdowns last season for the Huskies.
