I think it was a number of factors that played a role in this.  Some construction that closed down some spots from being sold, selecting parking beng a more integral part of the seat reselection process, and maybe some spaces available in previous years were not made available to the general public for unknown reasons.

Your best bet might be to apply for a special parking permit at the ESF lot, which is right now to the other West lots.  It costs $500 for a year but would also cover you for basketball games and concerts.
