And was thinking would it be a good rule if the defensive players had 3-5 seconds to clear out of the arc, or result in a two shot personal shooting foul??

I remember watching some of our Big East games and thinking man there are three guys for the opposition just sitting in the paint doing nothing but waiting for rebounds when teams aren't shooting jumpers well. Playing no D at all.

It would help end some of the sloppy pack the paint ghetto basketball, and help ally oops backdoor cuts, the baseline and things like that. And help add to the importance of muscle at the four.

If you can't hit outside shots, the defense should be allowed to make adjustments. So you want them to change the rules to accommodate Syracuse's limitations?
