As a resident of Saratoga who's attended dozens of SPAC shows as well as dozens of shows nationally (ive been to alot of venues) I can say that SPAC blows in terms of seeing a show, and that can even include being in the pavilion. A well designed ampitheatre with the lake and city as a backdrop would be as asthetically nice as any place in the nation save for a few. Syracuse could absolutely use a great outdoor concert venue. Sad really to see bands go from Darien Lake or Finger Lakes to SPAC skipping right over Cuse with their 20-30k attendance figures depending on the artist. Who draws that many? Over the past few years at SPAC I can say that Tom Petty, Kid Rock, The Police, all the big country guys, REM and Bon Jovi have as well as multi night runs by DMB and Phish. I know I'm missing others. Pearl Jam sells out 20k pretty easily. Iron Maiden sold out Darien Lake a couple of years ago. Metallica pulls them in if you're fortunate to even book them. There's others I'm just drawing a blank, though a lot of bands can get easily get to 15k if paired correctly with good opening acts. Lenny Kravitz, Black Crowes, Ben Harper, Allmans, ZZTop etc. You put some of the heavier bands together like Rage, Tool, Godsmack. Korn etc you'd hit 20k easily.
