Dwight Freeney was taken in the 1st round of the 2002 NFL Draft. In the 12 drafts since then there have been 5 SU players taken in the first 3 rounds.
In the 12 drafts prior to that SU had 17 players taken in the first 3 rounds.
17 vs. 5.
Looking at the first 3 round talent is somewhat arbitrary, but it means a player was generally considered a top 100 pro talent. The kind of talent that tends to be a game changer for college programs.
I don't know if Shafer is the "answer". I kinda doubt it but stranger things have happened. But whether it's him or someone else the answer really isn't all that difficult... Get better talent and/or develop players much better. It's not like we were winning national titles in those 12 years ending with Freeney's selection, but we could compete with just about anyone. We haven't had the horses to do that in a long, long time.
There are schemes and strategies that could help maximize our potential, but none are ultimately going to be enough without better talent.
