Alonzo Mourning, Mitch Richmond, Kevin Johnson and Tim Hardaway. I feel like if someone asked me, "rattle off 4 NBA players from the 1990s who were really good, but just not Hall of Fame material," there is a legitimate chance I would give you these 4 names.

Kevin Johnson was an all-star a total of 3 times, and scored only 13K career points.

I think Mourning has the best chance, but I tend to agree with you.
 
I think Zo is in a class above the other 3. His peak level, considering his defence, was the highest of the group.

I think he is a Hall of Famer, but one they make wait a little bit,
