I believe the NCAA allows 15 practices during the spring. This accounts for 14 of them. The spring game will presumably account for the 15th.

Syracuse AD John Wildhack Q&A: Elijah Hughes, spring game, financial commitment to coordinators
Syracuse athletic director John Wildhack met with members of the local media this week, hitting on a variety of subjects including what the school is planning for its spring football game and its show of increased financial commitment to football.www.syracuse.com
Q: With the Carrier Dome renovation occurring, what are you guys thinking about for the Spring Game for football?
Wildhack: We have sites under consideration now because we’re going to move it off campus with the Dome not being available. We’re looking at sites locally that we could stage it.
Q: Locally as in in Syracuse? Or is local regional, like Rochester or Buffalo?
Wildhack: We wouldn’t go to Buffalo. Not sure we’d go to Rochester, although I wouldn’t be dismissive of that. We’re identifying venues that are suitable. We’ll make a decision relatively quickly on that.
Q: Are you set on having one?
Wildhack: Those games have all morphed. They are all called the spring game but it’s really a spring football festival. You look across the country and some teams don’t even scrimmage. It’s a skills test or, if the game is on one of the ESPN networks one of the analysts, like Marty Smith, is coaching. That type of thing. It doesn’t have the tone that it did 10 years ago.
What we want to do is re-position this as a football festival and an event that will be fun for our fans.
Q: So more a chance to interact with the team?
Wildhack: Exactly.
Q: Are you at liberty to tell me any of the venues under consideration?
Wildhack: Not yet.
Last year, was March 2cndwhen does the new 2-deep come out?

SUNY Cartland hosts Oneonta at their stadium for a men’s lacrosse game on 4/18 at 1 pm, so Cartland is definitely not an option.Cortland State would have to be an option? Can't be that much further than Cicero, and seems like they could handle the parking/festivities better.
As per usual you nailed the argument. Coming off a 10-3 great season you can feed the fans whatever, but after a lackluster 5-7 you need to give them what they want. And fans want to see a scrimmage of some kind.SUNY Cartland hosts Oneonta at their stadium for a men’s lacrosse game on 4/18 at 1 pm, so Cartland is definitely not an option.
If you want the biggest crowd, I think you host at CNS and have a real scrimmage, with some other stuff afterwards. I think most people go to the spring game to see the team play, This is for the diehards.
In recent years, the SUAD has added some things to make the event appeal more to families, with bounce houses, face painting, access to the players afterwards for autographs/photos and general talk. That is great. I think it helps gets kids excited about football and develops agents in facilities to help ensure football tickets are purchased and families go to home when they are sitting on the fence.
But the sping game has always been and will always be for the diehards that want to see the team. With all the cutbacks in access to the team (this will be the only time we can see them from the end of last November to the beginning of September), it would IMHO be a major mistake to make this event into a meet and greet thing where the team doesn’t play and we all get to have our faces painted and talk about ponies.
So I hope we can do a real scrimmage (we finally have a roster that is deep enough to do this properly), and after that, do something for the kids as well. We had a bad season last year. It is important to do as much as possible to help win the fans back and build interest in the program. The program needs a lot of articles and TV stories talking about the team, about battles for starting positions, about new schemes and new coordinators, etc. All that happens when you have a real scrimmage. If all we are going to get provide the media with a chance to get some shots of kids in bounce houses and clowns painting oranges on kids faces, we lose a lot of publicity and opportunities to get fans interested in the program.
So I vote for a real scrimmage, with an attempt to balance rosters and real scoring, followed by a festival. If the staff won’t do that and we have to do a first team offense vs second team defense, second team offense vs first team defense thing, with fake scoring and a lot of walk ons playing, it is better than nothing but not ideal.
And I recommend playing as close as possible to the dome. That will bring the biggest crowds and the most media attention. CNS would be the best option. It is bigger than CBA and there is more space than CBA has to do other things.
It wouldn’t be a bad idea to do it at a city school like Henninger. They have a lot of space but parking would be tough there. I know Fowler is getting a new football field but work only started on it last fall and they will be fortunate if it gets completed in time for their football season in September. Too bad, that would have been a nice way to get that facility started.
Our Rochester fans would like to host this. Of all the areas within an hour or so of Syracuse, Rochester, specifically the east side of Rochester, has the most potential as a future market for SU football. There is a lot of disposable income here, strong interest in sports and there is no big time college football close by. So even though we would lose some CNY based fans and media having the game there, there are reasons to play it there and I would be okay with a decision to play there.
Maybe the best place would be somewhere between Syracuse and Rochester? Wherever it ends up, please have a real scrimmage. We have a lot of fans excited about the young players on the roster and the two new coordinators and we are itching to see how the team is looking. Please give us that chance!
