In this instance, the judge made findings of fact. Then she fit the facts into the prism of the prior punishments handed out by the NFL for similar issues.  The NFL is to blame for this punishment because of the lesser punishments handed out (none for Robert Kraft for soliciting) and the top end of punishments for offenses of a sexual nature, including those with actual violence involved. 
     You can't have a one-off punishment.  That's not how things are supposed to work.  
IMO, if there had been physical violence, the NFL probably would have gotten its year. 
    People read headlines and trial balloons by trial lawyers seeking to influence public opinion, and think they know more than the judge that actually listened to the testimony(while taking stock of their credibility in how they presented their testimony) and read all of the reports. 
    IMO, given the publicity of this matter, the judge must have felt very strongly in her decision to give the 6 games.
