Under the recommendation, a defender would have to be in position to draw a charge at the time an offensive player plants his foot to go airborne to attempt a field goal. If the defender arrives after the offensive player plants a foot to launch toward the basket, officials would be instructed to call a block when contact occurs between the two players.

 

Other rule proposals:​

  • An optional rule would allow for preloaded/live video to be transmitted to the bench area. This has been an experimental rule for the past two years.
  • Officials would be able to review goaltending/basket interference calls during the next media timeout to ensure the calls were accurate, as long as the official calls it on the floor. If there is a foul on the shooter while the ball is in the air with a goaltend/basket interference, the review would be immediate to properly adjudicate the potential free throws.
  • Nonstudent bench personnel would be allowed to serve as peacekeepers when an altercation occurs.
  • Under two minutes, when a coach requests an out-of-bounds play be reviewed, that team would be charged a timeout if the original call is not overturned.
  • Anytime the ball hits the rim and the offense retains possession in the front court, the shot clock would reset to 20 seconds.
  • If a player is called for a foul and instant replay officials see that the foul is a direct result of a flagrant 1 or flagrant 2 foul against the player who was originally assessed a foul, officials would be allowed to remove the foul on the player who was flagrantly fouled.
  • A timeout would be able to be granted when a player has possession of the ball even though the player is airborne. (An example would be a player grabbing a loose ball and calling timeout before landing out of bounds.)
  • If a player commits three flagrant 1 fouls in a game, the player would be disqualified from the game.
  • Players would be allowed to wear numbers 0-99.
  • Schools would no longer have to submit a waiver for players to wear religious headwear, provided it is safe for competition.
  • Red and amber lights would be allowed on the backboard.

The change to guarding position is badly needed IMHO.

The way the refs have been calling the block/charge, it has become very hard for even really gifted offensive players to get to the basket.

I want to see great athletes making great plays when I watch basketball.

Current rule says that the clock resets to 20 seconds after an offensive rebound.

I guess if the defense gets the rebound but the offense gets a steal in the frontcourt, you would only get 20 instead of a fresh 30?
 
I wonder who the first player will be who asks for 99?

Or some other number?

Yeah there's absolutely no way that gets enforced correctly, consistently.

The solution is so easy - secondary defenders only gain the right to space if they make a play on the ball. That's it. If you're the secondary guy, you can't square up for a charge. If you try for a block, steal, or contest the shot and get run over, sure, that can be a charge. But the 2nd defender has to play the ball, not the body.

I think it’s for asst coaches to get their players off the court when things get heated. Like when red/griff got booted this past season.

College refs have consistently gotten this call wrong forever. Especially when it's a secondary defender sliding in to draw the charge.

Happy to see things moving in this direction. Remains to be seen how it will be called / enforced, even if it's a new point of emphasis.

YES - Coaches hoarding timeouts and buying additional time by requesting reviews is a major issue both for competition and the TV product, so anything that reduces that is an easy thumbs up from me.

Maybe this is to account for rare instances of a non-shot attempt hitting rim, like errant lobs and blocks that somehow hit rim.

it basically would take it back to the spirit of the rule...have to already be in place before the offensive player makes a move...no sliding in as the player is already committed, with no thought of actually stopping them defensively (which is a play I dislike)...so...like...defenders have to play defense to stop a player...not ballet and acting

that said, will they miss it a lot? or worse only do it for the first few weeks of the season? quite possible.

I think that just allows in-game video review on the bench. Like showing a player that they were in the wrong position or watching in detail what the other team did on a previous play or the like. Similar to NFL and MLB where film study in-game is common.

Thank you. I couldn’t figure how and when in a game anyone on the bench would be watching live tv or video.

Additionally, the NCAA also voted to put into effect two experimental rule changes to take place for the 2023-24 season -- one of which is a previously-approved experimental rule and the other being an NIT-only change. The NIT rule, which will widen the lane to 16 feet, will now go to the NIT Board for approval.

  • To continue the experimental rule with the standard media timeout format in the second half (first dead ball under 17 minutes, 14, 11, eight and four) for any interested conference, as well as in the National Invitation Tournament.
  • In the NIT, widening the lane to 16 feet.

Burning questions: Who will be the first player to wear 69? If multiple players want it, how do they hash it out?
 
Hopefully we see less egregious charging calls this season.
