You make commitments at the time and when it doesn't work out, it's always the Owner or the GM aren't doing enough but if they let certain guys walk then they get ripped for that as well. Chasing star power all the time, never seems to work either. The Denver GM was pretty clear after the won the championship, that they were going to pay their guys and hope their young draft picks can provide off the bench.
