it does seem to me there was a good deal of movement over the 2 years.  for that one datapoint, sure.  but that's an imaginary dividing line. really no difference in delta between the last 2 5 stars and the 1st 4 star.

senior year+, they're not playing meaningful games in the summer if at all, where these evaluations are being made prior.  they can see 12-16 games in a day, or at showcases with lots of the guys on the field in years prior. senior year there's only h.s. games. which i doubt they're watching 100 of.  so it'd make sense less movement.

over the 2 years, you have a guy going from 35 to 7, unrated to in the mix, and 26 down to 99. and a lot of other movement.

and hoo cares anyway? it's a number and matters little.  guys will get on the field with older, more experienced players and impact or not.
