That function falls under University Auxiliary Services. So if a premium A lot is eliminated or temporarily unavailable, those fans need to be accommodated. At one point all Dome employees and media had to park at Skytop and bus to the Dome for games. I get the impression that policy changed a bit last year as there were some issues getting back to Skytop after games and tear down activities were completed. Perhaps that expanded this year. 
At any rate, the severe situation in West lots this week is not simply the result of newbies jumping the line or people buying incremental passes to resell. As cool as it is to have a Stadium in the middle of a main campus it creates logistical issues for both athletics and potential academic facility growth, particularly with the stated desire to relocate all student housing away from South. 
This situation will only get worse in coming years and the decision to retrofit the Dome instead of building new at Skytop looks less pragmatic every year.
