its beyond me they haven't had in house counsel until now.
Was the former commissioner a lawyer? Regardless, often people believe they can cover multiple roles adequately…and fail. In my present organization too many people “talked to legal” five, ten, fifteen years ago, and are still running on old advice, which is obviously old, probably distorted, and most likely mis-applied to the facts at hand, but they know better and cannot be swayed even by black letter law.

I’m sure several others in several professions can regale us with far more interesting tales of people “knowing“ more than experts and proving their futility.

All those lawsuits the NCAA keeps losing will eventually hit the ACC - if they haven't already. They definitely need a lawyer!
