Where I am, some of the ACC broadcasts are shown in Utica and Watertown as reflected in the above post. However, no guarantee that the Syracuse ACC broadcasts will be picked up by them. I believe those stations have certain time slots set aside for ACC network games so Syracuse may not always fall into those time slots. Don't know if the same scenarios apply to the other cities and stations mentioned.
