I guess the theory is the 2 western schools help w football schools would help w football credibility and western scheduling, and that the eastern options are both strong academic institutions (and in the case of USF, give them a foothold in central Florida). Says there are some other schools on the list like ECU and Memphis that are also on the radar and have been vetted, but cites academics as a reason neither would likely be a top choice.
