[*]As an alternative, you could do immediate championship games and last place games, followed by bowl games pitting (for example) the B-level champion against the A-level loser, with the spot in the higher level division the following season being on the line. Probably true, as you'd roughly double the size of current 16 team conferences to 33 team pillars. They can put a schedule together with whoever wants to play them non-conference and find themselves a nice bowl game opponent, but they won't be invited to the playoffs.
