Just take away the bye from #9.

exactly you could have 17/18 play in for the 16th seed and 15/16 for the 15th seed, really short sited.

This could be a pure logisitics issue. It'd be tricky to play more than 4 games/day at a venue. I mean you can, but that means starting the first game at 10:30/11am, and squeezing in a mid-afternoon game. Would be difficult to sell tickets as distinct afternoon and evening sessions.

I guess they could invite everyone and have the first round games be played on campus to whittle it down to 14 for the offsite tourney?
