Take a look at this article on Tomahawk Nation. The whole subject of conference TV revenues is even more complicated than I thought. The Big 12 and the PAC may have higher TV revenues than the ACC but may end up hurting themselves by signing on with Fox because Fox ratings for college sports are horrible. The ACC has to be careful about setting up a TV network to make sure it doesn't tie its hands after the expiration of the ACC's contract with ESPN. The ACC needs the threat of that to get a good contract with ESPN.

It's clear that being an AD or a conference commission is extraordinarily complicated these days.

Fox is not going to pull out. It is News Corp vs Disney Corp. Fox ratings are low which is to be expected due to old habits but there is no reason to think that their ratings will not improve over time. Presently, ESPN is more eyeballs and less money. Next time around it will still be ESPN and Fox. Money will talk and the ACC should listen. With so many athletic dept expenses, the two money teams need to earn as much as possible in order to bring in enough money to go around and for the two money teams to compete in terms of facilities and staffing. College football is an arms race and we are barely hanging on.
Edit - today was cause for hope. Defensive positions are probably harder to fill than offense. To take the next step we need to be attract standout D players.

Fox ratings are low which is to be expected due to old habits but there is no reason to think that their ratings will not improve over time.
Also, Fox Sports 1 is not in nearly as many households as ESPN. Improve that, and their ratings will be higher.
