Their decision IMO will all come down to playoff money. Currently under the BCS system the total money is about $150 million. The six major conferences get about $20 million and the other five get about $4 million. So the big boys control 80% of the money. The question is what happens with the new system? The money involved is supposed to be 4x as much. The simple thing would be to increase everyone by that factor and bump the Big East down to the non majors. That would result in $16 million for those six conferences. Five would see their yearly take home increase by $12 million, while the Big East would go down by $4 million. The big five would be getting $80 million, which is a $60 million increase. That still leaves $100 million unaccounted for, which you can award to the 4 playoff teams ($25 million each). Wouldn't everyone be happy with this system financially? Only the Big East would be worse off. The six non major conferences would have a shot at an extra $25 million as well. It wouldn't be likely but still possible (see Cincy a few years ago). The SEC would have a shot if not enough conf champs qualify at getting $130 million in a given year. 
 
IMO most years you would likely see:
 
$105 million SEC, B12, P12, B1G
$80 million ACC
$16 million BE, CUSA, MAC, MWC, Sunbelt, WAC
 
In this case FSU would be getting $5.33 million in the ACC. In the B12 they  would get $8.08 million.
