FCS, (Division 1AA) was created for the "Group of 5" type schools that want to be Division 1, (FCS is a subdivision of Division 1), but will never win a national championship there because they can't compete with the top Power 5 schools. The reason North, (and now South) Dakota State have dominated FCS in recent years is that all of their competition has moved to the Group of 5. I would dearly love to merge the Group of Five with FCS to give their players a chance to win a national title and to produce the excellent competition there would be for a national championship in the combined subdivision. Meanwhile they can still consider themselves "Division 1" and test themselves against the Power 5, (and collect those guarantees). But what they do and what I want continue to be two different things...
