$10 mil is generally considered the minimum NIL number this year to be completive in building a squad in the P4.

If we can't get the funds up to meet that minimum, it's definitely not an attractive job for top tier coaching candidate. NIL bag size is a primary consideration and coaches know they can be setup to fail with light NIL bags.
