That was already discussed below. IMO it would be lazy and dumb of the BE to even consider it. As of now the rumor is just WV leaving for the B12. If that happens then the BE is at 5 FB and 13 BBall teams. So why can't the BE just do this...
Offer a FB only merger with the MWC conference.
MWC would agree to add SMU and HOU for all but FB, bringing the league to 12 teams in non FB sports.
SMU and HOU would join the BE for FB only. By doing this you prevent bringing down the value of BE BBall. Also it would prevent travel costs in non FB sports.
BE adds Temple for FB only to add Philly market. Temple would remain A10 in BBall.
BE adds UCF and Memphis for all sports. One helps FB, the other BBall. Also it adds markets, as well as Bowl possibilities.
This set up would make the BE a 10 team FB conference and a 15 team BBall conference. While the MWC would be a 10 team FB conference and a 12 team BBall conference. Why consider crappy WAC teams or crappy CUSA teams?
So the winner of the MWC (Hawaii, Fresno St, SD St, Nevada, UNLV, Boise St, Air Force, CSU, Wyoming, NM) would face the winner of the BE (UConn, RU, Temple, Louisville, Cincy, Memphis, USF, UCF, SMU, HOU) for the BCS bid.
The FB contracts and Bowl tie ins would be separate. They only share the CG money and BCS bid.
The BE would be adding Philly, Memphis, Orlando, Dallas, and Houston to its FB TV markets. It would be adding Orlando and Memphis to its BBall markets. More importantly the BBall only schools would be taking on just two new schools. So they wouldn't have to worry about getting left with crap should other FB schools eventually leave.
The MWC would be adding Dallas and Houston to its BBall TV markets. But most importantly the MWC gets access to an at large bid. Thats why they agree.

Utah St, SJ St, UTEP, Tulsa, Marshall, USM, Tulane, UAB, Rice, La Tech, and ECU are all garbage. No reason to add any of those for FB. Navy would be an option but they would bring a scheduling conflict, having to play ND, Army, and Air Force every year. If you add Navy to BE FB, do you count the Air Force game as a conference game? Also can Navy compete in FB?
The key to the BCS bid IMO is Boise St. So why not do something that would keep them happy? The BE needs them more than they need the BE.
Which brings up the point of why doesn't Boise St work with the MWC to raid the BE? Louisville, Cincy, and USF don't really care about the NE catholic schools. I am sure they want to break away. So why not offer those three, UCF, SMU, and HOU to create a super conference? I left out UConn and RU because they are too far East and it may be difficult to convince UConn to leave behind BE BBall. This would certainly get a BCS bid.
