On the surface you would say Tennessee, the East seems to be the easier path. Not just at the top where Bama and LSU reign at the moment in the difficult West (history tells you the SEC is cyclical on that stuff), but also at the bottom. Vandy is doing well right now, but traditionally Vandy/Kentucky would be worse than the Mississippi's on the East side. Plus they get Mizzou, who will be easier than aTm most years.
The only question I would have is, which state has more HS football talent? I recall one of the Tennessee challenges was that they do not as much in state talent, at least not in their half of the state. Memphis is closer to other SEC schools. So when the other SEC teams are up, Tennessee suffers, they can't just go into their state and take who they want.
100k stadiums usually sell themselves, except when you're recruiting against a bunch of schools playing well who seat at least 85k. Doesn't make you stick out as much.
