Bell is transferring some of his efficiency to other players because they aren't getting guarded as closely. Bell also has improved his non shooting abilities in a few areas. His rebounding is marginally better, he's given out a lot more assists, and he's cut back his turnovers. This while he's kept the same ~20% usage rate.
