Those schools will have 10 BCS games built into their schedule every year. Add in the 1AA and there is only one slot left for scheduling. Since they all play 10 BCS games as it is, that 12th game is likely to be a non BCS cupcake. So they are playing the same 10 teams EVERY year with no chance at adding an interesting BCS game.
