So... trim the bureaucracy and other needless bloat. Drop tuition, etc. But don't lower the CoA by the same amount. I don't know what the actual numbers are, but maybe something like this:
Scholarship amount = $100, CoA = $105, stipend = $5
Scholarship amount = $95, CoA = $101, stipend = $6
If costs can be brought down, then a more realistic & transparent CoA adjustment may be possible. Better to report what it actually is than to suppress the number due to worry about sticker shock.
