What is this based on? It looks like 1 writer's opinion based on past performance. I'm not sure how he evaluated rookie QBs.

"We ranked all 128 quarterbacks – with a few stipulations. This is not a list of career achievements or NFL Draft stock. Both of those elements were considered, but we also weighed value to the team, scheme, projection for 2015, recruiting background, talent and production so far. Anything you can think of to evaluate quarterbacks was used in this ranking".
