This will, if passed, likely result in what is being referred to as Week Zero being the slot where the majority of the FBS vs FCS games are played, opening up what is currently the first week of the season for more appetizing P5 vs P5 out of conference match-ups.  At some point in the future it might be determined that the extra bye week isn't necessary based on some type of analysis comparing number of injuries that took place with a one bye week season versus a two bye weeks season but that isn't what the current legislation is about.  But if that is proven the case over time, it would be a 13 game regular season and not a 14 game regular season.  As mentioned by someone in this thread, if we get to a 14 game regular season, then it likely means the conference championships game will end.  What replaces them is a whole another discussion.  ;-)
