The donors might earmark the money they will make available specifically for player retention or for player acquisition.  I believe there is or soon will be a budget for player acquisition and a similar process.  But as I understand things, the initial focus has been on retention.

I think the SUAD is just trying to make sure the spending that is done is aligned with what the coaching staff wants.  Them being in the loop helps ensure we remain compliant with NCAA rules as well.  There needs to be someone between the donors and the players to maintain some sense of order here.  I like what SUAD is doing and wish more athletic departments were handling things like this.
