"The NCAA drug-testing program, along with clear policies and effective education, protects student-athletes who play by the rules by playing clean. The purpose of the drug-testing program is to deter student-athletes from using performance-enhancing drugs, and it impacts the eligibility of student-athletes who try to cheat by using banned substances. The NCAA tests for steroids, peptide hormones and masking agents year-round and also tests for stimulants and recreational drugs during championships. Member schools also may test for these substances as part of their athletics department drug-deterrence programs." The above is from the NCAA page; the qualifying word "may" is the issue. When you look at our university's issues of the past, on this issue; you see us being penalized for not following our own policy. Other schools have gone through these issues with less penalty. We have lawyers who can help us craft policies that leave us less exposed. I am not supporting drug use or that the university should do nothing about the issue. We just can't have policies that are easily violated by a poor understanding of the rules, by our coaches. Two things must happen; clear policy that is easy to understand, by all involved and that don't mandate we shoot ourselves in the foot, unnecessarily.
