There are currently 38 players in the Big East with a PER of 20 or greater (15 is supposed to be average, but PER was designed for the pro game and the numbers tend to be higher for college players, so I arbitrarily chose 20 as a cut off point for this exercise).

Here are the Big East teams ranked in order of how many players they have with a PER of 20 or greater. When teams had the same number of players, I ranked them in order of who had the higher ranked player.

Six players:
Pitt
Zanna (2)
Moore (8)
Woodall (12)
Adams (15)
Patterson (25)
Taylor (35)

Five players:
Syracuse
Southerland (9)
MCW (19)
Fair (33)
Christmas (34)
Keita (36)

Four players:
Louisville
Smith (4)
Behanan (24)
Siva (31)
Harrell (32)

Three players:
Notre Dame
Cooley (1)
Sherman (21)
Atkins (37)

Seton Hall
Edwin (5)
Mobley (20)
Teague (38)

Two players:
Marquette
Gardner (3)
Taylor (28)

Providence
Cotton (6)
Batts (23)

UConn
Napier (7)
Boatright (26)

Cincinnati
Wright (10)
Kilpatrick (16)

Rutgers
Mack (13)
Carter (27)

DePaul
Melvin (17)
Young (18)

Villanova
Pinkson (22)
Sutton (30)

One player:
Georgetown
Porter (11)

St. John's
Harrison (14)

South Florida
Poland (29)

also, five players have a PER over 19 but less than 20 and just missed the list: Brandon Triche, Jakarr Sampson of SJU, Anthony Collins of USF, Wayne Blackshear of Louisville and Dane Miller of Rutgers.

Moqui, what are the numbers in parenthesis?

threw me off for a second; i believe its rank among BE players
