The NCAA has approved a special one-time transfer portal window for college football, according to Sports Illustrated. This window is scheduled to open on July 7th, 2025 and close on August 5th, 2025.

Important Details about this Special Window:

Who is eligible? This window is specifically for a group of athletes called "Designated Student-Athletes" (DSAs).

What are DSAs? These are athletes who would have been removed from a school's roster due to new roster limits, according to Yahoo! Sports. They must have been an eligible team member during the 2024-25 season or have been recruited and promised a roster spot for the 2025-26 season.

Why is this happening? The new roster limits (like the 105-player cap for FBS football) in the wake of the House v. NCAA settlement meant some athletes would be left without a spot, explains Pro Football & Sports Network. The DSA rule was created to provide a way for these players to transfer.

Who designates the players? Only the schools can decide which athletes are placed on the DSA list, and this decision is entirely up to them.

In summary, July 7th marks the opening of a special, limited transfer window for a specific group of college football players affected by new NCAA roster limits.

Are we involved here? I thought our roster limit was full but wasn’t sure about specific athletes.

So some schools have more that 105 on scholarship?

I think it was more like they had 85 on scholarships and a slew of walk-ons to get to 105 but then proceeded to add more scholarship players which forces them to remove from the roster. We had to.

I don't think anyone can have more than 105 scholarships. But they can have a roster of 105 with grandfathered walkons.

What's stopping any player from classifying as a walk on and then using NIL money from a wealthy donor to pay their own tuition?

The roster limit went up not down. There are more spots. Why are some losing their spot???

Previously, you were limited to 85 scholarship players and up to 45 walkons.

Now there’s a hard cap of 105 players on the roster.

SU has over 100 players accounted for on scholarship right now.

No room at the inn for everybody.

Essentially these will be walkons who were grandfathered in under the final settlement. Those players can remain at their current school and stay on the roster even if it causes the roster to exceed the 105 limit or are free to use the additional window to transfer. At least that is how I interpret what I have read from varios sources. Gray area around fifth and sixth year players who have already used their four year scholarship that P4 football schools guarantee.

Very confusing.

Initially thought this might be how Syracuse gets down to the 85 limit that Wildhack refered to, but appears it cannot be used for that. Not sure how we shed 18 - 20 scholarship players to hit that target.

If existing walkons are truly grandfathered in for 2025, maybe we can be over 105. Maybe a 1 year transition period?

Or they can use the new portal window to transfer.

When the final roster comes out in August, we'll figure it out.

We can be over 105 as I understand it due to the DSAs, but Wildhack is on the record stating he and Fran are in agreement that they will not exceed 85 scholarships for football. And remember, if they do it can decriment the $20.5MM revenue sharing cap up to $2.5MM

Can we play the players in hot dogs and Jello shots?
