Its up to the batter to adjust his hitting to make the shift pay for their positioning. If a manager wants to call in his outfield and play 7 fielders between third and first there must be an adjustment by the hitter to take advantage of this. Hitters must perfect their talent to refine their swing accordingly.
 
Is there a rule that says you have to have two infielders on either side of 2B at all times?

Go ahead and shift all you want.
