There's a middle ground which is how baseball and hockey do it. Much more equitable/flexible if paying is off the table. Also, we really overestimate the "value" of education if the people attending don't want to be there for an education. If you give me $100K in My Little Pony dolls, that may have $100K in value for someone who loves MLP but has $0 for me.
