I will bet that in most cases, it comes down to how much money they're currently making, and their unwillingness (until now?) to take a significant pay cut.

Tomiyasu, the CB from Arsenal, is still only 26 years old.  He's pretty good.  He could help a lot of teams.

Sergui Regulon, the LB for Spurs for several years, is still only 28.  You don't think he could play as a backup to Luke Shaw for United?

I have to admit, though, that I am shocked that Patrick Bamford (an academy player for Chelsea) is already 32 years old.
