They ruled out all Frosh currently averaging over 10pts a game, as those players are already contributing at a high level now.
That eliminates Battle from the discussion, based on the premise of the article.

Fifty-one ACC freshmen have logged minutes this season and just seven are averaging at least 10 points (13.7%). By no means does that hint at there being just seven noteworthy freshmen around the conference. Rather, there are seven freshmen that are noticeably a step ahead of the rest of their ACC class.
