Notary Public Day was first celebrated in 1975, and was created to "recognize notaries for their public service and their contributions to national and international commerce." Notaries are trusted public officials who perform a number of tasks to help society function, often by serving as impartial witnesses to commercial and private transactions, bringing certainty and integrity to the transactions. Typically, notaries public are involved in the signing of documents, where they attest to the identity of signers, acknowledge the signers' comprehension of the document and willingness to sign it, and make sure that the contents of the documents are true. Notaries then usually complete a "notarial certificate" that they sign, and often seal, which attests to the legitimacy of the signed document. Besides this function, a notary may be authorized to administer oaths and affirmations, make attested photocopies, issue protests of notes and bills, witness the opening of safety deposit boxes and certify their contents, issue subpoenas, or perform civil marriage ceremonies. The scope of the notary's duties is determined by the rules of the state they work in.

34 points? How defensive-savvy Virginia made Syracuse miss so many shots (PS; Ditota)


Kihei Clark can sense it.

At some point in a game, the silence of the visiting arena provides evidence of a job well done. It gets quiet and hushed as people puzzle over what they’re watching.

On the basketball court, Clark peers into the faces of opposing players and sees the mounting frustration. The teams can’t score. The players seem discouraged.

“You can feel it on the court and off the court,” the Virginia point guard said. “And it just feels good when you get a defensive stop, you get a shot-clock violation, get the defensive rebound. Just stop after stop.”

Stop after stop. Syracuse knew how that felt Wednesday night in the Carrier Dome. The Cavaliers came to town and limited Syracuse to 34 points on 13-of-55 shooting. The Orange managed to make five of its 29 3-point attempts and lost 48-34 in a home opener mostly devoid of drama.
Syracuse, reconditioned over the summer to resemble an offense built on movement, screening and shooting, sputtered to do any of that against Virginia, one of the nation’s stubbornest defenses. The 34 points were remarkably low, though not entirely out of character for the Cavaliers. Virginia did not hold any teams to 30-plus points last season, but on 11 occasions, Cavaliers opponents never got out of the 40s. Three times in 2017-18, Virginia opponents scored in the 30s.
The deliberate pace plays a part, but mostly, Virginia wears teams down with a relentless refusal to budge from a standard guarding position.

“They’re always on you,” is how Marek Dolezaj described it. “They’re always in front of your face.”

The cries for the arrival of basketball season had come hot and heavy from the Syracuse Orange faithful lately as it watched Dino Babers’ football team crumble to a 3-6 record so far in 2019 following a blockbuster 10-3 season in 2018.

Be careful what you wish for, SU fans.

The basketball season arrived Wednesday night at the Carrier Dome with a historic thud as Syracuse sputtered to the lowest scoring output in Jim Boeheim’s 44-year coaching tenure in a 48-34 loss to Virginia.

Thirty-four points. That’s just seven more than the Orange football team scored against Boston College last weekend. In fact, Boston College dropped 34 points in the second quarter of that football game alone.

Thirty-four is also the same amount of points that North Carolina’s freshman sensation Cole Anthony scored in the UNC-Notre Dame game that preceded Syracuse-Virginia on the ACC Network’s made-for-TV opening night of basketball.

Virginia defense leads the way in season opening win over Syracuse, 48-34 (streakingthelawn.com; Darney)

It certainly wasn’t always pretty, but the No. 11 Virginia Cavaliers got off to a good start for the 2019-20 season as they went the road and picked up a 48-34 win over Syracuse. Beyond just starting the season 1-0, the win gives the Hoos a 1-0 start in the ACC right out of the gate.

Mamadi Diakite led the Cavaliers in scoring with 12 points, but Jay Huff and Kihei Clark both put up their first career double-doubles in the win. Huff scored 11 points on 5-for-6 shooting and added 12 rebounds. Clark notched 12 points and grabbed 11 rebounds to go with seven assists.

The Cavaliers shot 40.8% from the field for the game, but just 16% from beyond the arc. Virginia’s turnovers (16) were troubling, but playing a road game against an ACC foe to start the season is no small task, especially when that team plays the Syracuse 2-3 zone. Syracuse was able to take advantage when Virginia coughed it up, scoring 10 points off of turnovers.

Syracuse got on the board first thanks to a layup from Bourama Sidibe nearly two minutes into the game. Virginia would go on a 13-0 run, featuring three-pointers from Clark and first year Casey Morsell. The Orange would go on to score the next eight points to pull back within three at 13-10 with just under six minutes left in the first half. Virginia maintained a lead of at least three over the rest of the half, using timely shots from Huff and Diakite to build a 26-19 halftime lead.

No. 11 Virginia men’s basketball opens season with a win at Syracuse (wtkr.com; Plain)

Virginia (1-0, 1-0 ACC) improved to 11-0 in season-openers under head coach Tony Bennett with a 48-34 win at Syracuse on Wednesday night at the Carrier Dome.

Jay Huff (Durham, N.C.) and Kihei Clark (Woodland Hills, Calif.) each finished with double-doubles to lead the Cavaliers. Huff had 11 points and a game-high 12 rebounds. Clark finished with 10 points, a career-best 11 boards and added seven assists. Mamadi Diakite (Conakry, Guinea, Africa) led UVA with 12 points and added six rebounds and two blocks. Braxton Key (Charlotte, N.C.) had seven points and 10 rebounds.

Virginia shot 40 percent from the field, while holding Syracuse to 23 percent shooting. UVA led in rebounds (47-28), assists (14-7) and points in the pain (26-16).

It took almost two minutes before Syracuse scored the first points of the game. Key hit a layup to put UVA on the board. The Cavaliers scored 13-straight points to lead the Orange 13-2 with 9:28 to go in the first half. Virginia held Syracuse scoreless for 8:56 during that span. UVA took a 25-19 lead into the half. Huff had a dunk with the assist from Clark to begin the second half. Virginia took a 35-24 lead after an and-one from Key. The Cavaliers continued to control the game, holding Syracuse to 15 points in the second half.

North Carolina vs. Notre Dame score: Cole Anthony sets ACC, UNC records in debut (cbssports.com; Boone)


It took North Carolina freshman Cole Anthony just 37 minutes to take an ax to the ACC record books in his college debut Wednesday night. In a 76-65 win for the No. 9 Tar Heels over ACC foe Notre Dame, the first-year point guard turned in 34 points, 11 rebounds and five assists.
His 34 points go down as the most for a freshman in his UNC debut. Considering it is one of the most storied programs in all of college basketball, that's insanely impressive. Perhaps even more impressive is that Anthony's 34 points are the most of any ACC freshman all-time in his debut game.

Talk about a tremendous way to start a college career.

Anthony isn't some one-hit wonder, either. He was the No. 4 overall recruit in the Class of 2019, the McDonald's All-American Game MVP, and the No. 1-ranked prospect coming out of Virginia. He also debuted at No. 1 in our NBA Draft prospect rankings back in September. This isn't a fluke. Nor will it be a fluke when he continues to put up eye-popping numbers this season.

It took all of one game to find out what Roy Williams has been gushing about all preseason: Anthony, the second-youngest player on UNC's roster, is the unquestioned, no-doubt-about-it No. 1 option for this top-10 Tar Heels team.

Anthony's damage Wednesday night came on an efficient 12-of-24 shooting night that included makes on six of his 11 3-point attempts. He led the team in points, assists, rebounds and steals with his most impressive stretch coming in a second half barrage in which he nailed four 3-pointers in a 4-minute span that helped UNC build a 61-50 lead.

ACC Basketball: Biggest takeaways from opening 2019-20 league games (bustingbrackets.com; Freeman)

ACC Basketball has already played official conference games for the 2019-20 season. What are the early takeaways from those matchups?

It’s a very unusual sight in college basketball, watching conference foes take on one another in the opening days of the season. But that’s where we are with ACC Basketball. It’s the first year with the league going to 20 conference games, electing to play one of them at the very beginning of the season.

There are pros and cons of this new venture, including playing a very consequential game that has an impact on the conference standings. Many of these ACC Basketball teams were underhanded while dealing with some injuries, while all of them clearly have some fine-tuning to do. It certainly showed in all of the games, particularly with “most” of the freshmen.
The games though were still fun to watch and were a better alternative than the many other lopsided matchups that other power conference teams were playing. We got to see the defending national champion Virginia Cavaliers take on a new-look Syracuse squad, while Cole Anthony was on full display against Notre Dame. With the exception of Duke, who was busy beating Kansas in the Champions Classic, the other 14 ACC teams were matched up against one another in the first two days of the season.

So which players and teams did well? And who raised some eyebrows in their first game? It’s only one game so I won’t go too overboard and overreact but you certainly could take more from ACC Basketball than many of the other contests. Without further ado, here are my takeaways from all seven matchups.

Clay grants key zone change for $350 million distribution center (PS; Moriarty)


Plans for a 1,000-job distribution center widely believed to be for Amazon took a major step forward Wednesday night when the Clay Town Board granted the $350 million project a needed zone change.

The board voted 7-0 to switch the zoning on a nearly 111-acre site at the northwest corner of Morgan Road and the Liverpool Bypass from recreational to industrial.

Dallas-based developer Trammell Crow Co. requested the change to allow it to build a nearly 3.8-million-square-foot distribution facility on the site, which is currently occupied by the Liverpool Public Golf and Country Club.

Trammell Crow has said the facility would employ 1,000 people, with most of the jobs paying $30,000 a year.

The company has said only that the facility is being designed for an e-commerce company or retailer. Logistics experts say the tenant will likely be Amazon, the world’s largest online retailer.
Town Supervisor Damian Ulatowski said the project and its 1,000 jobs would give the entire area a major economic boost and could be a catalyst for attracting supporting industries, such as suppliers and drone companies.

“I’ve been excited about this project since I first heard about it,” he said after the vote.
