The arena controlled the concessions employees, so restaurants were putting their brand at risk by being at the arena but not controlling food prep or service at all. The only restaurants we are likely to see partner with the Dome are ones like Burger King - huge national brands which aren't exactly known for stellar food or great customer service anyway.  I doubt anyone sees that as a win.

Its incredibly unlikely we're going to see local restaurants doing food service at the Dome.  And even if they do, its really unlikely to work out well if they do - the logistics of it create so many challenges that the focus is going to end up on all the activities needed to make it possible, with little time or resources left for making sure its good.
