I did a report for UGA’s admissions office about 30 years ago, a few years after it was implemented. The positive changes in admissions profiles of students was notable back then. Honestly, I think the HOPE helped to increase the academic profiles of institutions like Georgia Southern, Georgia State, and Kennesaw State that have also allowed them to increase their football profiles.
