It should be an automatic technical, that would curb it in a hurry.  And please note I'm not talking about the coaching rushing out to call a timeout and going on the floor to ensure they have the refs attention.  I'm talking about being out on the court, 100% of the time when the game is going on. 
 
Stay in the coaches box, or get T'd up.  Simple as that.  But if the refs don't enforce it, then you've got jerkoffs like Dixon / Puzz / Calhoun who flagrantly violate the rule.  Its up to the refs to enforce it, and like just about everything else associated with officiating in college basketball, they do a piss poor job.
