Is Syracuse the only team wearing these during practices for I do not recall seeing any other team with similar protectors? Kind of weird looking...

Becoming pretty common. If they can tie it back that they are more safe, only a matter of time until something similar becomes game worn as well. Mark Kelso was on to theis 25 years ago.

Not a new concept. This was the cover of the 1962 Street & Smith's:

They reduced the force of collisions but there was a trade-off: the softer surface increased the length of contact and put too much pressure on the neck, resulting in more neck and spinal injuries, so the idea was abandoned in favor of more support inside the helmet.
