Colleges are academic institutions and school monies from academic donors and student fees, tuition etc go to academics. Athletic departments are pretty much designed to be self sufficient. Now if there is a small shortfall, then yea I can see a school footing the bill but schools don't usually toss out tens of millions of dollars to build a sports facility.
