In general, the rules committee discusses issues and proposes rule changes during the summer. Some of these are trialed during Fall Ball on an experimental basis. The experimental changes are discussed the following summer and rule changes implemented the Spring after that.
MLAX trialed experimental changes last Fall, including variations on the shot clock. Thus, we can expect to see some rule changes next season. But, we probably won't know what the changes are until an official announcement, I would guess later this summer.
WLAX will trial experimental rule changes this Fall. So, no change to the WLAX rules until 2014.
